Monday evening the Gladbrook-Reinbeck School Board held their regular July meeting. The board voted to continue participation in the Instructional Support Program for the G-R District and will hold a public hearing on the matter at their regular meeting August 20th at 6:30 p.m. The board voted to rescind the motion made in June to continue participation in the Instructional Support Program for legal clarification. If there are no objectors at the August meeting, the levy will continue for a period of five years, commencing with the fiscal year ending June 30, 2016. Monies received by the District for the Instructional Support Program may be used for any general fund purpose. The program shall be funded by instructional support state aid and a combination instructional support property tax levied annually upon the taxable property within the school district commencing with the levy of property taxes for collection in the fiscal year ending June 30, 2016, and an instructional support income surtax imposed annually, the percent of income surtax to be determined by the Board for each budget year to be imposed upon the state individual income tax of each individual income taxpayer resident in the School District on December 31, 2015, and each year thereafter. The board approved the education service agreements with Hawkeye Community College for high school courses Project Lead the Way courses and Western Outreach Consortium courses. Rob Saak, Michelle Knaack and Marcie Sienknecht were approved by the board of directors to serve 3-year terms on the District Advisory Committee. They will replace Eric Wrage, Melodie Wittgreve and Jamie Smock who completed 3-year terms. The board approved the escalator milk bid from Anderson-Erickson Dairy and the bread bid from Pan of Gold Baking Company. Cooley Sanitation was awarded the garbage bid for both the Reinbeck and Gladbrook campus. The quote for the year for the Reinbeck campus is $6,105 plus an additional fee of $30 for stops requested by the district and $1,740 yearly for the Gladbrook campus and a weekly fee of $15 at the football field. Mid Iowa Co-op was awarded the fuel bid in Gladbrook and offers a 4 cent discount off the pump price. Bus routes, shuttles and special education routes were approved by the board. There will be six regular routes, three out of each campus. There will be four shuttles, high school, 3rd/4th grade, 5th/ 6th grade and 7th/8th grade. There will be an associate riding on the 5th/6th grade shuttle to assist with disciplinary issues. Two special education routes are needed. Written reports were given for buildings & grounds, technology, transportation and athletics. Athletic Director John Olson presented the Athletic Budget Report and it showed a profit of $8,003.12 for 2013-14. The anticipated budget for 2014-15 shows revenue at $72,750 and expenses at $66,650. Olson explained how the Fall Rebel Card fundraising works. Athletes in grades 5th through 12th will participate. Money raised by 5th and 6th football boys will have their money go towards the 5th & 6th football program and 5th and 6th grade girls will have their money go towards AAU volleyball. Money raised from 7th through 12th grade will go in the general athletic fund. Cross country will be shared with Grundy Center Community School District. The board picked their top five legislative priorities to be discussed at the November school board convention in Des Moines. They are: 1) Supports the use of physical plant and equipment levy (PPEL) funds for the maintenance and repair of transportation equipment that can be purchased with PPEL funds; 2) Supports setting supplemental state aid (replaces the term allowable growth) by the date specified in the Iowa Code at a rate that encourages continuous school improvement and reflects actual cost increases experienced by school districts and AEAs. Our priority is to increase the state cost per pupil and the spending authority associated with it to build a strong base for future education resources; 3) Supports preserving the integrity of the statewide penny sales tax for school infrastructure, including the tax equity provisions of buying down the highest additional levy rates to the state average; 4) Supports a funding mechanism for school districts’ transportation costs that does not directly or indirectly impact funding for the educational program; and 5) Supports legislation requiring any new mandate have corresponding funding sufficient to implement the new mandate. Brandy Sealman was hired as nurse at the Reinbeck campus. Her 185 day contract is for 5 hours per day and her salary is $15,000. Jen Walhert was hired as a high school associate at $9.10 per hour. Skyler Trunck submitted his resignation as assistant high school football coach and Olson resigned as assistant high school track coach. Matt Switzer was hired as G-R’s shared Director of Curriculum and Innovation with the district having Switzer’s services for approximately 50 days. Operational sharing funds will be utilized to finance this position. The position is shared with North Tama, GMG and BCLUW. GMG will hold the contract. A board retreat is scheduled for Wednesday, September 3rd at 12:30 p.m. and the regular meeting has been rescheduled for Wednesday, August 20th.
