Wednesday evening the Gladbrook-Reinbeck School Board held a public hearing on the proposed 2013-14 budget. There were no objectors present. A special meeting followed the public hearing at which time the board approved the 2013-14 budget which was based on 0% allowable growth and a tax rate of 11.08604/$1000 valuation. Supt. Tim Kuehl said it does appear that the state legislatures will give some allowable growth yet this year which would mean a lower tax rate. The master contract for 2013-14 was ratified with a $600 increase in the base salary, raising it to $32,700, a 2.99% increase. There were some language changes in the current insurance policy. Under Schedule B – extra activities, the head speech coach will be compensated at a rate of 8% and one assistant speech position at 4%. The play director will be compensated at 2.5% to reflect the reduction to one performance each year and the middle school student council sponsor will receive 2%. Mileage reimbursement was increased to 42 cents per mile; it had been 28 cents per mile. The board accepted the resignation of Jordan Schick as head wrestling coach. The .5 Tech Integration Specialist contract for Andrew McQuillen was approved as was 10 additional days to this contract to perform work during the summer months. The board approved the .2 Response to Intervention Instructor contract to Kyla Kuburis. This will be primarily at the Reinbeck Elementary. The board adopted a job description for a buildings and grounds coordinator. This person would plan and coordinate the work of the custodial/maintenance staff and would ensure the quality and efficiency of the work performed by the custodial/maintenance staff. This person would be responsible for maintaining the facilities in a clean and safe condition and would be responsible for the day to day upkeep and operation of the grounds and outside facilities. The position will be advertised in house as well as the local papers. Bids were opened for grounds maintenance at both campuses. Precision of Grundy Center was awarded the bid at the Reinbeck campus and includes mowing the front lawn at the elementary and high school area, playground area and soccer and practice fields for $200/time. Cost of spraying/fertilization for each area would be the cost of mowing plus the cost of chemicals. Turfmaster of Reinbeck was awarded the bid at the Gladbrook campus and includes mowing the lawns around the middle school and elementary building, softball field and football area for $220/time. The cost of spraying/fertilization for each area would be the cost of mowing plus the cost of chemicals. Kuehl presented proposed bids for summer projects at both campuses and they were approved by the board. The board decided on LED lighting vs. standard fluorescent for the old gym and the Gladbrook luncheon. Kuehl was asked to check with Alliant as to what the rebates would be. Some of the other summer projects include drop ceilings, high school lighting in first floor classrooms and hallways to basketball locker rooms, electrical work in Gladbrook, shower, lockers and toilets and urinals for the football locker rooms. The nutrition fund will soon be operating in the red and the board discussed breakfast and hot lunch prices. They decided not to raise the prices for the remainder of the school year but said there would be a significant increase at the start of the 2013-14 school year. This is due in part to the new regulations that need to be followed.
