By Marcy Knaack Thursday evening the Gladbrook-Reinbeck School Board met and adopted a resolution directing the sale of $300,000 taxable school infrastructure sales, services and use tax revenue bonds and also a resolution authorizing the terms of issuance and providing for and securing the payment of taxable school infrastructure sales, services and use tax revenue bonds. These resolutions were necessary in order for the district to receive the USDA zero interest loan for the Reinbeck Daycare facility. A resolution approving the bank statement signatures at F & M Bank was approved. Signatures appearing on the signature card are Mike Bearden, Deb Oleson, Rose Russell and Tim Kuehl. Board members received copies of the Certified Annual Report and Oleson highlighted portions of the report. A proclamation proclaiming American Education Week for November 15-21 was read by President Mike Bearden. Board member Matt Wyatt updated the board on the progress of the Reinbeck Daycare. He said the committee constantly works on sign-up and said the infant room was full. They hope to be open before Christmas break. Bearden updated the board on the progress of the Crayon Corner Learning Center saying the concrete floor is done and work is to start on the walls. He said the committee submitted a Vision Iowa grant and if received the money would go towards playground equipment at the Learning Center and enhancements to the City Park. Registration for next year at the Learning Center will be November 1st. Bearden said fund raising has topped $117,000. Board members were given lease copies for both daycares for their review and will accept them at the November meeting. The school’s attorney recommended a lease over a 28-E agreement. Dennis Modlin was hired as junior high boys basketball coach. Michelle Keller will be the junior high girls basketball coach and Todd Rickert the junior high wrestling coach. Steve Luethje resigned as junior high boys basketball coach. Kuehl discussed with the board the Governor’s 10% across the board cut which reduces G-R’s cash from State Aid by $323,122. This does reduce spending authority. G-R’s unspent balance at the end of FY 09 was $469,734. Although it is the Governor’s recommendation that districts utilize their unspent balance rather than raise taxes. Kuehl said that action would leave the district with dangerously little unspent balance. In light of the recent developments, the board will not stay at the State School Board Convention at district expense. Kuehl summarized discussion from the board retreat held September 30th at Union Grove Lake and said the focus is where G-R will be in 5 years. Terri Luehring gave a mimeo demonstration at the start of the meeting and showed various ways classes can use the program. A mimeo is new technology that uses a mimeo bar, a computer and a LCD projector that can convert a standard white board into an interactive whiteboard. Everything on a computer can be seen on the whitebord, a way all students can see it. There were four purchased for the high school, two for the Gladbrook building and 1 at the Reinbeck elementary. Three of these were acquired with grant money. Principal Bill Parker said that in observance of Fire Safety Week, the volunteer fire departments from Reinbeck and Gladbrook were in both elementary buildings and worked with the students in assemblies and in the various classrooms. The in-service held last Monday at UNI and the Price Lab School was well attended by staff and Parker felt the meetings in the afternoon that were grade or subject topics were beneficial for the staff as they were able to talk to others about teaching ideas and strategies. The end of the 1st quarter will be October 22nd. High School Principal Garrick Teckenburg said it was a great week of homecoming activities. ITEDS will take place the week of November 2nd and parent teacher conferences will be held November 5th. The Policy Committee will meet at 6 p.m. November 4th in Reinbeck, followed by a board work session at 7 p.m. The regular November meeting has been rescheduled for November 16th, 7 p.m. in Reinbeck, due to the school board convention on the regular meeting night.
